我国农村公共信息服务建设与地方政府责任  

China's Rural Public Information Service Construction and the Responsibility of Local Government

摘　　要：本文认为,深化农村公共信息服务建设,各级地方政府责任重大,但当务之急是处理好地方财政投入力度不足、地方政府角色定位失当、地方政府职能转变迟滞问题。为此,应建立健全各级地方政府部门主导下的多元投资机制;建立健全各级地方政府部门涉农公共服务机制;建立健全农民公共信息需求表达及反馈机制;建立健全由广大农民积极参与的监督机制;建立健全各级地方政府部门的相关决策及规划机制;建立健全科学有效的农村公共信息服务评估机制。The big policy shift that from administrative imperative dominated that village-to-village project to the market operation of rural information construction,means that the local government plays an intportant role in promoting the rural information construction and carrying out rural public information service function.The urgent task is to handle three key issues,local financial investment insufficiency,the role of local government misconduct,and hysteresis of local government＇s functional change.Therefore,we should es- tablish and improve the diversified investment mechanism which is dominated by the local government;we must establish and im- prove the local government departments at all levels of agriculture public service mechanism;we need to establish and improve the farmers＂ public information demand expression and feedback mechanism;we need to set up a tracking supervision mechanism that broad masses of farmers to actively participate in;to establish and improve the related decision making and planning mechanism of local government departments;to establish and improve the scientific and effective mechanism of rural public information service e- valuation.
