摘　　要：面对目前日益严重的生态问题,构建低碳社会已成为地方政府的新职能。我国农村人口约占全国人口的50%,所以,我国低碳社会的建设,不能缺少农村,甚至,重点就在农村。构建低碳农村是当务之急。但目前我国农村的生态环境仍在继续恶化中,而且多是人为因素造成,地方政府在低碳农村发展中责任缺位。本文梳理了地方政府责任缺位的表现,分析了缺位的原因,并就如何进行责任补位提出了一些思路。Facing the increasingly serious ecological problems, the construction of low-carbon society has become the new function of local governments. The rural population accounts for about 50% of the country＇s total. Therefore, the construction of low-carbon society can not of countryside in our country. And even, the focus is rural areas. Nowadays, the construction of low-carbon rural must be the top priority. How- ever, the ecological environment in Chinese countryside has being degeneration. And most problems were created by human beings. The local government responsibility is vacancy in the process of low-carbon rural development. This paper reviews the phenomenon and reasons of the ab- sence of local government responsibility, and puts forward some ideas on how to fullfill the responsibilities.
