泉州民营经济转型升级中的失控与矫正

摘　　要：十八大报告中提出，要加快转变经济发展方式，这就需要民营经济的转型升级。要让民营经济的转型升级更加顺畅，避免转型升级的失控就尤为重要。民营经济转型升级中的失控表现在：产业选择方向的失控，先行企业行为与其他企业跟进行为的失控，推进市场化进程的失控。对这些失控要有相应的矫正策略，其中政府要发挥的是服务与催化作用。The Eighteen Report puts forward that to accelerate the transformation mode of economic development, it requires the private economic＇ s transformation and upgrading. To make the private economic restructuring and upgrading more smoothly, it is particularly of the transformation and upgrading. The uncontrolled expression important of private to avoid the out of control economic＇ s transformation and upgrading are ： the uncontrolling of industrial direction, being out of control between leading enterprises and other enterprises＇ actions, being out of control during advancing commercial process. It needs appropriate corrective strategies, in which the government should play the role of service and catalysis.
