摘　　要：项目的投资回报为超高额的利润时,便与政府及公众利益形成矛盾,也违背政府支持项目建设的初衷。本文以刺桐大桥为研究案例,分析政府与民争利的内在原因,及对如何解决超额收益产生的矛盾做了初步探讨。When the return of project is too high, it will be contradiction between the government and the public interest. Basing on Citong Bridge, the paper analyzes why the government shares the interest with private investors, and how to solve this problem.
