摘　　要：建立海域使用权属管理统一体系是《物权法》原则的基本要求,也是海域使用现实的强烈需求。统一体系的建立有其立法和执法基础,也存在诸多障碍,构建统一体系的关键是明确海域使用权属管理主管部门,并理顺主管部门和职能部门的关系,建立海域使用权统一登记制度。A unified management system for right to use sea areas is an essential principle in the real right law. Though the establishment of this unified system has its legislative and law-enforcing foundation, it still has many barriers. The crux of establishing a unified system is to define the competent authority of the management of right to use sea areas and rationalize the relation between the component and functional departments and build a unified registration system of right to use sea areas.
