摘　　要：制度缺失已经成为制约我国民营银行发展的主要因素,因此有必要对我国民营银行的准入制度、运行环境制度和监管制度存在的问题进行分析,利用国家效用函数、制度变迁等理论解释其原因,并提出相应的建议。Institutional deficiency has become the main restriction in the development of private bank. Therefore it is necessary to analyze the access system, operating environment system and supervisory system of private bank. The thesis uses national utility functions and institutional change to illustrate the reasons. Finally some correspond- ing countermeasures and practical suggests are put forward.
