摘　　要：文章提出一种惠农信息服务与应急广播系统,该系统保持传统调幅体制和模拟广播发射机完全不变,直接实现现有中波调幅广播电台节目内容和传输的数字化,为各级政府应急指挥中心提供最有公信力和穿透力的广域无线覆盖手段,向广大农村提供多媒体农情信息服务和政策方针宣传,城乡用户用收音机和电脑即可收听收视,全部系统均可只利用现有设施和家电软件实现,价廉易行。An agriculture condition and emergency broadcasting system is proposed ,which can keep traditional amplitude modulation （AM ） structure and analogue broadcasting transmitter unchanged , and directly realize the digitalization of the current middle wave AM broadcasting program and its transmission .It provides a wireless means to cover wide areas with most public trust and penetrating power for the emergency command center of governments at all levels ,and offers agriculture informa-tion services and policy publicity towards the vast rural areas .Multimedia reception in city and coun-tryside needs only a radio set and a personal computer .T he w hole system is cheap and simple for all its functions may be software-realized by using the existing utility and household appliance .
