摘　　要：辛亥前后湖南地方自治运动始于1908年,迄于1914年,可分为省、府厅州县、城镇乡三个级别。它扩大了湘省民众的政治参与,促成了湘省代议政治的出现,但也造成了不容忽视的地方自治风潮,如选举风潮、地方官与自治机构的冲突、由自治职员滥用职权而引发的风潮以及绅董权力之争等。The campaign of Hunan local self- government from 1908 to 1914 had three levels： province, county and township. It expanded the political evolvement of Hunan people and accelerated the representative politics of Hunan province. And at the same time, a lot of chaos occurred in the election campaign, in the col- lision between local officials and local self - government bureaucracy, in the abusement of power by local self -government staff members and in the strugglement between the local gentlemen and the local self- govern- ment directors.
