摘　　要：以科学发展为主题,以加快转变经济发展方式为主线,是关系我国发展全局的战略抉择。服务业尤其是与制造业紧密相联的生产性服务业的发展既是全球产业发展的趋势,也是中国走新型工业化道路的重要途径。对沈阳市的实证研究表明,生产性服务业对于拉动经济增长具有重要作用。要改变以前重制造、轻服务的发展思路,把生产性服务业的发展定位提高到与发展先进制造业的同等战略高度,形成服务业与制造业均衡协调发展的新理念。要采取创新的政策和制度、创新的管理和服务,以促进生产性服务业的有序发展。Our strategic choice for overall development is persisting scientific development and accelerating the trans -formation of economic development mode .The development of productive services closely linked with manufacturing not only is the trend of the development of global industry , but also is the most important ways for China to take a new road to industrialization .The empirical study of Shenyang shows that productive service industry plays an im-portant role in stimulating economic growth .We must change the ideas of previous emphasizing manufacturing and neglecting service development , and improve the position of productive service development to the same strategic height as the advanced manufacturing industry′s development .We need to form a new concept of harmonious devel-opment of service industry and manufacturing industry .Only by taking innovative policy and system , innovative management and service , can we promote the development of productive service industry commendably .
