摘　　要：行政权控制的范围及程度,取决于不同时代、不同社会经济条件下,人们对"公共物品"的需求。在权利相对弱小、权力膨胀的现实背景下,试图通过探寻我国行政权力控制的真实形态,分析行政控权的必要性,力图构建权力的多元控制以实现对行政权力的有效制约和监督,最终促使控权对行政权力的动态平衡带来真正有效的推动作用。The scope and extent of administrative power-controlling depend on the eras , socio-economic conditions and the requirement of people for ＂public goods＂.Under the social background of weak in the rights and expanded in power , the article attempts to explore our true form of administrative power control , analyze the necessity of ad-ministrative control , try to build a multivariate power-controlling system in order to achieve effective control and su-pervision , and ultimately promote the dynamic balance of administrative power controlling and to bring real and ef -fective role of effective control .
