美国与欧盟安全关系评析

摘　　要：冷战结束后,欧盟作为一个重要国际行为体在安全领域发挥着越来越重要的影响,美国开始与欧盟在安全领域积极开展合作来共同应对全球安全挑战。它们的合作存在5个特征:集中在非传统领域;双方在安全领域合作与矛盾、分歧并存;它们安全合作是美国主导下的不平等伙伴关系;这种安全合作是意识形态和社会制度相同背景下的合作关系;它们安全合作不是外部形势巨大压力下的产物,而是基于共同战略利益下的合作。但也存在4个方面不足:欧盟美国安全合作缺乏制度性安排;美国欧盟安全合作信任度不足,有待进一步加强;欧盟能力不足,影响与美国安全合作,产生的效果有限;欧盟对发展独立防务意愿不足。尽管存在诸多不足,美国欧盟在未来会进一步加强安全领域合作。After the end of the Cold War,EU,as an important international actor,has been playing a more and more important role in the security field.The United States has begun to cooperate actively with the EU in the security field to cope with global security challenges.Their cooperation has 5distivict features:focusing on non-traditional areas,co-existence of co-operntion and conflits and differences;unequal partneship under American leadership in such security cooperation;cooperation against the background of common ideology and social system;cooperation not as a result of external pressure but on the basis of common strategic interests.Such cooperation also has 4 deficiencies:absence of institutional arrangement;lacking of trust;deficiency in capabilities on the part of EU,leading to limited effect,lacking of determination for independent defence on the part of EU.In spite of the problems US-EU security cooperation will be strengthened in the future.
