摘 要:分析了可再生能源配额制的特点及其对电力系统调度模式的影响;在此基础上,通过引入配额制约束和风电调度因子,建立了可再生能源配额制下的短期发电计划模型;根据风电调度因子的不同取值,分析了风电优先调度、计及风电成本调度和计及政策补贴调度三种模式的发电计划。研究结果表明,在风电优先调度模式下,发电计划不受配额制的影响;在计及风电成本的调度模式下,配额要求越高,风电消纳量越多;在计及政策补贴的调度模式下,配额制和政策补贴都能促进风电消纳;当负荷峰谷比和机组最小技术出力增大时,风电消纳量降低。This paper analyzes the characteristics of renewable portfolio standard (RPS) and its impacts on power sys- tem dispatch mode. The quota constraint and dispatching factor for wind power are introduced and the short-term gen- eration scheduling model considering RPS is built. Three generation scheduling modes are Studied based on different wind power dispatching factors, namely, the priority scheduling of wind power, the scheduling considering wind pow- er cost and the scheduling considering policy-related subsidies. As the results indicate, RPS has no effect on genera- tion planning in the mode of wind power priority dispatch ; RPS can improve wind power integration ability in the dis- patching mode considering wind power cost; the subsidies and RPS can both accommodate more wind power in the dispatching mode considering policy-related subsidies ; wind power curtailment decreases when the peak-to-valley ratio and unit minimum output increase.
