摘　　要：北洋政府时代虽为军阀强权统治,却是中国民间力量迅猛发展的重要时期。梨园界作为当时新兴城市中最重要的民间文化力量,受到了政府的重视。袁氏政府时期曾经尝试征用民间戏曲资源"事半功倍"地为其服务,却成为一次彻头彻尾的笑柄。对于整个事件的考察,有助于我们探究民国初期的文化特征,以及从清末承继而来的革新中的戏曲文化在新时代的角色定位。Chinese civil society forces grew rapidly during the period of the northern warlord government. Many music-drama troupes as a representative of the folk strength were emphasized by the northern government. The government tried to tame the folk troupes but failed. The event of New Antian Hui can help us study the cultural characteristics of early Republic of China and the role of Chinese traditional theatre culture in the new age.
