摘　　要：天然林保护工程对于维护新疆绿洲稳定充足的水源、巩固全区经济社会发展绿色屏障发挥了不可替代的作用。新疆以天保工程为契机推进国有林管理体制改革,工程区3个大型森工企业先后转制为事业体制,逐步剥离林场社会职能,确立了国有林管理的长效机制。目前基础设施建设落后,基层单位管理方式、经营模式、运行机制不相适应,加快完善天保工程实施单位体制机制仍将是一项十分重要的任务。Nature Forest Protection Project has played an irreplaceable role in the Xinjiang oasis stability of main- taining an adequate water, and the green barrier of consolidating the economic and social development . At the same time, Xinjiang takes Nature Forest Protection Project as an opportunity to promote state forest management system reform, the existing 3 large logging enterprises successively into the system, the gradual stripping forestry so- cial functions, establish the long-term mechanism of state-owned forest management. Currently existing infrastruc- ture backwardness, the basic unit management mode, management mode, operation mechanism is not adapt to the situation, to improve protection mechanism of system of project implementation will still be a very important task.
