基于云技术的林业专项资金监管体系研究

摘　　要：林业专项资金监管是保障专项资金支出规范、取得良好效益的重要环节。随着林业专项资金支出规模的增加,专项资金监管依然没有摆脱多部门监管中的协调难、沟通难、合作难,以及重复监管或监管盲区等问题。为尽快提高林业专项资金支出监管的有效性,提出运用云技术构建全程管理、多方参与、即时共享的林业专项资金云监管体系,并对云监管体系构建的总体思路与整体框架进行简要分析,提出了健全制度、保障技术、先行试点等相关建议。Forestry special funds supervision is an important part of regulating the spending and achieving good per- formance. With the increase of forestry special funds expenditure scale, forestry funds supervision is still not get rid of difficulties in coordination, communication and cooperation among multi-sectoral regulatory, and has the prob- lems of repeated supervisory and regulatory blind area. To improve the effectiveness of the forestry special funds ex- penditure supervision, forestry special funds cloud regulatory system based on cloud technology was put forward, which can realize whole course management, multi-participation and instant share. And then we analyzed the over- all thinking and framework, and put forward some suggestions.
