摘　　要：根据当前我国生态文明建设中制度上安排的不足,及三大生态文明行为主体之间博弈行为的占有策略,认为公众在生态文明建设中作用需要引起重视,应建立公众对政府生态文明建设评价制度。Considering the deficiencies of institutional arrangements for China＇s ecological civilization, the game behavior among three ecological civilization actors and the possession of the players＇ strategies needs to pay attention to the public＇s role in the construction of ecological civilization. System of ecological civilization assessment for the government should be built by the public.
