摘 要:在考虑环境污染的条件下,基于DEA模型对2005-2011年中国省际工业能源效率进行测算,并采用Tobit模型实证分析产业转移、技术水平对区域工业能源效率差异的影响。结果发现技术效率的差异是造成综合工业能源效率存在差异的主要原因,地区工业能源效率存在趋同;在东部地区,产业结构和技术水平对工业能源效率的影响高于中、西部地区;经济发展水平的影响不显著;除东部地区以外,外商直接投资与工业能源效率呈负相关关系;产业转移与技术水平的交互项对工业能源效率的影响最为明显。提高能源效率可以通过产业结构调整、节能技术推广、引导外资投向节能技术研发等方式带动区域能源效率的提升以及缩小区域间能源效率的差距。In considering the environmental conditions, the DEA model to estimate the 2005 -2011 Chinese regional industrial energy efficiency based on, and to analyze the impact of industrial transfer, technical level of regional industrial energy efficiency between using Tobit model. The results found that technical efficiency difference is caused by the comprehensive industrial energy efficiency is the main reason of the differences between industrial energy efficiency, there is convergence; in the east- ern region, industry structure and technology level of industrial energy efficiency, higher than that in the western region ; e- conomic development is not significant; in addition to the eastern region, a negative correlation between foreign direct invest- ment and industrial energy efficiency; interaction on the impact of industrial energy efficiency of industrial transfer and tech- nical level is the most obvious. Improving energy efficiency through the adjustment of industrial structure, promote energy - saving technology, encourage foreign investment in energy - saving technology research and development, promote regional energy efficiency and reduce the energy efficiency gap among regions.
