摘　　要：党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》从开篇到结束,在深化改革的各个领域都体现了继承与发展、变与不变的辩证思维。如何把握这种辩证关系,应该以历史唯物主义关于社会基本矛盾运动的规律作为理论依据。把社会主义的基本制度与其具体环节、具体制度区别开来具有十分重要的意义,它给我国改革开放哪些是应该改的,哪些是不能改的,提供了理论依据。改革开放30多年,两种改革观的争论从未停息过,争论始终离不开对国有经济针锋相对的不同认识。这说明国有经济关系到社会主义制度的存废。否定国有经济也就不可能有公有制经济的主体地位,丧失了公有经济的主体地位,社会主义制度将不复存在,更谈不到沿着中国特色社会主义道路继续前进。Throughout the Decision on Major Issues Concerning Comprehensively Deepening Reforms adopted in the Third Plenary Session of the 18 th National Congress of the CPC, the dialectical thoughts of inheritance and development, change and persistence can be seen in every area of deepening reforms. To grasp this dialectical relationship should take the fundamental social contradictions in the historical materialism as the theoretical basis. It is of innovative significance that the basic system of socialism is to be extricated from specific process and systems, which provides the theoretical basis for reforming. In the over thirty years of Reform and Opening up, the debates regarding these two outlooks on reform have not ceased. The debates derive from the different understanding of the state-owned economy, which touches on the survival of socialist system. Public ownership playing the dominant role is essential to the basic economic structure of the socialism with Chinese characteristics, and the core of the publicly owned economy is the state-owned sector. Consequently to deny the role of state-owned economy is to deny the dominant role of publicly owned economy, and the existence of socialism, much less following the path of the socialism with Chinese characteristics.
