摘 要:梯级自动发电控制(automatic generation control,AGC)是电力市场过渡期电网和发电企业协调调度探寻的新模式。以乌江干流梯级AGC工程为依托,在分析电力市场过渡期电力调度运行方式的基础上,以厂网协调日前计划电量为控制目标,综合考虑电网安全、振动区、调节速率、机组启停等约束,构建梯级AGC模型。引入AGC投入序位和相对耗水率比例,并结合数学组合和集合运算理论,系统地提出了梯级AGC控制策略。该策略主要包括AGC投入序位计算方法、电站组合确定策略、厂间负荷优化分配方法、电站组合振动区求解方法及避开策略、超载断面校正控制策略。乌江梯级AGC模拟闭环运行结果表明,所提策略是有效的,能够满足AGC安全性、时效性、实用性、经济性的要求。Cascade automatic generation control(AGC)is a new mode for coordination operation of power grid and generating enterprises during electricity market’s transition period. In this paper, taking Wujiang mainstream cascade AGC project for example, a cascade AGC model oriented to the coordination on power plants and power grid, which considered various practical engineering constraints, including power grid security constraints, vibration zones limits, ramp rate limits, unit startup and shutdown order requirements, was developed based on the analysis of dispatch policy in electricity market’s transition period. A set of strategies were proposed, which integrated AGC service order, relative ratio of water consumption rate, mathematical combination and set theory. The proposed strategies included AGC service order determination method, plant commitment strategy, load optimal dispatch algorithm, combination vibration zones solution and combination vibration zones avoidance strategy, and correction control strategies for overload tie-line section. A closed-loop operation case study shows that the proposed strategies can give feasible and effective results, which meet the demands for security, timeliness, practicality and economy in AGC.
