摘　　要：程序公正具有丰富意蕴和实践价值,须要通过科学完备和严格执行的程序法律规范予以实现;规范执法自由裁量权是加强对行政执法的监督的重要抓手,全面落实行政执法责任制和执法经费由财政保障制度是釜底抽薪的有效举措,行政执法与刑事司法的有效衔接重在细化移送标准和各方严格执行;要实现严格规范公正文明执法,必须普遍树立以人为本、法治至上的观念,进一步完善行政执法程序法制;既往关于行政执法一般程序规范的地方探索经验值得认真总结,应在此基础上形成更多共识,推动统一行政执法程序立法。Only by scientiifc and complete legal norms which are strictly enforced, the rich meaning and practical value of procedural justice can be achieved. The standardization of enforcement discretion is the main enhancement way to supervise administrative enforcement while full implementation of the responsibility system of the administrative enforcement as well as the ifnancial guarantee system of the enforcement cost is the effective measure for solving problems thoroughly. The effective convergence between administrative enforcement and criminal justice focuses on refining the transfer standard as well as strict enforcement by all parties. Therefore, in order to realize strict regulation of fair and civilized enforcement the opinions of people-oriented and the supremacy of rule of law should be established commonly while the legislation of the administrative enforcement procedure should be further improved. Based on the previous local general norms regarding administrative enforcement which are worth summing up seriously, more consensuses should be built up to promote the legislation of a uniifed administrative enforcement procedure.
