摘　　要：日本地下空间开发利用的目的是为了促进都市机能增长,推进都市空间高度聚集利用。在这个目标下,日本地下空间开发在长期的实践中形成了一套成熟的规划体系,包括地下都市规划制度、地下利用的Master-plan①、地下空间Guideplan、地下交通网络规划、地下街规划五个部分。各部分针对地下空间的不同层面进行控制,相互补充,处理了地下空间与地面空间、地下空间之间、近期与远期发展、各地下空间事业者、私有与国有土地地下空间利用的关系。The purpose of the underground space development and utilization in Japan is promoting the growth of urban functions and high degree of aggregation. With this objective, in the long-term, underground space development practice formed a mature system planning in Japan. this paper including five parts： urban planning system of underground , underground Master-Plan , Underground space Guide-plan, underground transport network planning, underground street planning. Control various parts of different levels of underground space, complement each other to deal with the underground space and floor space, the relationship between short-term and long-term development over the next space business, private and state-owned land underground space utilization of underground space.
