公平视阈下新型农村合作医疗保障制度长效机制研究

摘　　要：我国从2003年起实行的新型农村合作医疗保障制度,体现了社会主义公平正义的本质要求,有效缓解了农民就医困难、因病致贫等问题,为建设社会主义新农村和促进城乡协调发展提供了重要的制度支撑。在新型农村合作医疗保障制度实施进程中还存在着一定的问题,需要做到突出制度安排的公平性及合理性,加快推进涵盖所有农民的医疗保障体系建设;注重系统的可持续性,以提高制度运行的长效机制,确保农民真正持久地受益。Since 2003, our country has pursued a new rural cooperative medical insurance system, which has embodied the requirement for essential nature of socialist justice, effectively alleviated the problems of medical needs and poverty caused by illness on the part of the farmers and provided an important support both for the construction of new socialist countryside and promotion of the coordinated development of urban and rural areas. However, there still exist some problems in the implementation process of the ＂new rural cooperative medical insurance system＂, such as the needs to highlight the fairness and rationality for the institutional arrangement, to accelerate the construction of the medical security system that covers all the rural population; to pay attention to the sustainability of the system so as to consolidate the ＂long-term mechanism of new rural cooperative medical system＂ to ensure the permanent benefit for farmers.
