摘 要:基于油库火灾模式,分析了超大型油库火灾风险影响因素,指出油罐及控制系统故障是油库火灾事故的主要直接原因,而管理体系的缺陷是所有事故的根本原因,完善油库安全管理体系是预防所有事故的关键。为了预防事故的发生,现代化油库的安全管理应采用事前管理模式,从管理和设备设施方面消除隐患,将系统安全的理念应用到油库安全管理中,建立油库火灾风险动态体系。完善油库火灾风险动态管理体系是当前控制油库火灾风险的有效手段,该体系的具体实施需要配套软件系统和专项检测技术的支撑。该体系的实施需要根据油库的实际情况进行完善。Based on oil depot fire accident modes, the factors that affect fire risk of super large scale oil depot have been analyzed. It is pointed out that the failures of oil tank and control system are the main direct causes of fare accidents in oil depots and the faults of management system are regarded as the fundamental causes for all accidents and so the improvement of safety management system in oil depot is key to prevent all kinds of accidents. In order to prevent accidents, the safety management system of modern oil depots should adopt pre - accident management mode. The potential hazards and failures in management and equipments should be eliminated to prevent accidents and the theory of safety system engineering should be applied to oil depot safety management and the dynamic fire risk management system should be established in oil depots. It is effective to control fire risk in oil depot by enhancing dynamic fire risk management system. The application of such system needs the support of appropriate software and specialized inspection technologies. The specific application should depend on the actual condition of oil depot to improve gradually.
