摘　　要：公共住房体系的构建,是当前住房领域改革的重中之重。文章提出在新的发展形势下,应改变传统的住房保障观念,树立现代的公共住房观念,把公共住房与城市的发展结合起来,通过各项公共住房政策体系的建立,利用市场机制,运用发展的办法来解决当前的住房问题。这样才能在做好公共住房的基础上,更好地促进城市的发展,从而达到两者的相互促进和发展。Affordable housing system is a top priority of the current housing reform. In light of new development according to this rescarch, we should change the traditional concept of housing security, establish a modem housing security concept which combing public honsting and the urban development. Through the establishment of various policy systems, we solve carrent problems throngb developing methods tabing advcontage of marhet mechanisms. In order to do a good job of afford- able housing on the basis of better promote the development of Tianjin city, thus achieve mutual promotion.
