我国非营利组织监督不力的原因及对策  

China's Inefficient Supervision on Non-profit Organizations: Reasons and Solutions

摘　　要：随着时代的发展,非营利组织在经济、政治、社会发展领域的作用日益突显。但目前我国的非营利组织仍处于发展阶段,出现了缺乏公共责任意识、背离使命宗旨等监督不力的现象。结合当前我国对非营利组织的监督现状,分析监督不力的原因:缺乏健全的法律体系、政府监督效率低下、社会监督环节弱化、自律机制不健全。并针对这些原因提出具体对策:建立完善的法律框架、加强和完善内外部监督制度,以此来保证非营利组织合法、顺利运行。With the development of times, the function of non -profit organizations has be- come more important in terms of economy, politics, and social development. However, since China＇ s non - profit organizations are still at the developing stage,there are phenomena due to insufficient supervision, such as inadequate awareness of public responsibilities and departure from goals. Considering the current situation, the reasons caused this inadequacy includes in- complete legal system, low efficient governmental supervision ,weak social supervision practice, and incomplete self-discipline system. Due to those reasons, solutions are proposed,including building up complete legal framework, enhancing and completing the inner and outer supervi- sion system so as to promise the non -profit organizations legal and functional well.
