基于监视器和PCA/DEA模型的广东创新集群评价研究

摘　　要：基于荷兰监视器模型构建了创新能力评价指标体系,进而采用主成分分析/数据包络分析(PCA/DEA)复合评价模型,对广东省高新区创新集群进行实证评价研究。结果显示,广东省高新区创新集群在高新技术企业数、集群集聚程度、区域间联系、行业组织作用、国际合作和产学研合作等方面具有较高的超效率值,正逐步发展成为创新型的高端产业集群。最后从创新发展模式、壮大创新型产业集群、完善科技服务体系、加强科技金融结合和集聚创新人才等方面提出了促进广东省高新区发展的政策建议。Based on the Netherlands monitor model, this paper constructed an evaluation index system of innovation capabil ity and then used PCA / DEA composite evaluation model to empirically evaluate innovation cluster of Guangdong High- tech Zone. Results show that the innovation cluster of Guangdong High tech Zone has a relatively high super-efficiency value in the number of high-tech enterprises,the agglomeration degree of the cluster, regional ties, the role of industry or- ganizations,international cooperation and production, teaching and reseacrch cooperation, and is gradually developing into high end innovation clusters. In the end, this paper provided policy recommendations to promote the development of Guang- dong high-tech zone from the perspectives of innovative development model,innovative industrial clusters expansion,scien tific and technological service system improvement,technology and financial combining and innovative talent concentration.
