摘 要:本文运用主成分分析法将海南省18个市县的经济发展情况划分为三个层次;运用超效DEA-Malmquist模型,对第二层次各市县一、三产业发展进行效率评价,得出琼海市第一产业DEA效率值最大、儋州市第三产业DEA效率值最大;运用面板数据模型,构造第二层次市县一、三产业的分层虚拟标杆;将昌江县一、三产业的投入产出向分层虚拟标杆投影,检验分层虚拟标杆的有效性。结果显示:将分层管理思想引入标杆管理理论,建立区域产业分层虚拟标杆,有助于减少错层管理和管理失效,提高管理效率,优化标杆管理的实施过程和效果。The paper, adopting the principal component analysis, divides the economic development in 18 cities and counties in Hainan Province into three hierarchies. The super-efficient DEA-Malmquist model is applied to carry out the efficiency evaluation of the development of the primary and tertiary industries in the second-hierarchy cities and counties. The study shows that the maximum DEA efficiency value of the primary industry comes from Qionghai City while that of the tertiary industry comes from Danzhou City. The panel data model is used to construct the stratified virtual benehmarking of the primary and tertiary industries in the second-hierarchy cities and counties. And then the input-output data of the primary and tertiary industries in Changjiang County are pro- jected into the stratified virtual benchmarking so as to test its validity. The results indicate that it is of great help tiveness, improve the management efficiency, and optimize the implementation process and effect of benchmarking management.
