摘　　要：本文从大学生素质能力培养的工作实际出发,从顶层设计入手,阐述了大学生素质能力培养系统化方案的建立与推行的主要步骤,进而探讨了推进过程中的长期性和有效性两大问题,并从工作过程、培养方式、培养效果三个方面展望了培养工作的努力方向。Starting from the practical cultivation of university stu- dents＇ qualities and abilities, as well as top-level design, this pa- per interprets the main measures of establishing and implement- ing the systematic scheme for the cultivation of university stu- dents＇ qualities and abilities, and then explores the long-term and effectiveness of the impelling process, and finally prospects the direction of cultivation from such three aspects as working process, cultivation methods and cultivation effects.
