我国滑雪场所生态补偿机制构建的措施

摘　　要：在我国滑雪场所开发、建设和经营活动中,由于缺乏一个"边开发、边保护、边恢复"的长效生态补偿机制,使其对森林和植被的破坏,水资源的大量消耗,垃圾处理和污物排放等诸多问题长期悬而未决,严重影响了我国滑雪旅游产业步入健康、可持续的发展轨道。构建我国滑雪场所生态补偿机制符合国家民生发展的需要,对推动山区、林地生态环境保护的法制建设,促进生态环境良性连锁反应保护与发展机制的完善具有积极的重要作用。提出更新理念、加大对生态环境文明建设的宣传和教育力度,构建滑雪场所建设法规体系,强化生态补偿的管理制度与管理体系工作,建立多元化的生态补偿机制等是构建滑雪场所生态补偿机制的主要途径。In the activities of Chinese ski resorts development,construction and business,as lack of a long- term ecological compensation mechanism of development while protection and recovery,the destruction of forest and vegetation,large consumption of water resources,waste disposal,sewage discharge and many problems are long- term undecided,seriously affecting Chinese ski tourism industry entering the healthy and sustainable development track. Establishing ecological compensation mechanism of Chinese ski resorts meets the needs of national development and plays an active and important role in promoting the legal construction of mountain,forest ecological and environmental protection,improving mechanism of ecological and environment protection and development of benign chain reaction. The paper put forward that updating concept,increasing the ecological civilization education and propaganda,building construction system and laws regulations,strengthening management system of ecological compensation and establishing ecological compensation mechanism is the main way of constructing ecological compensation mechanism of ski resorts.
