摘　　要：随着经济全球化的加速,鞋类产业集群逐渐嵌入全球价值链模式。宿州鞋业集群在发展初期,积极承接鞋业集群转移。虽然存在生产要素、技术投入及政府鼓励的优势,但由于研发能力不足、营销方式落后等因素,集群仍处于价值链附加值较低的环节。宿州鞋业集群应该在全球价值链的视角下,着重提高产品国际竞争力,通过增加研发技术的投入打造出集群品牌,借鉴并创新合适的营销模式,最终实现从价值链低端向高端攀升的集群升级。With the acceleration of economic globalization, the gradual development of footwear cluster embeds in global value chain. With the development of social science and technology innovation, the disadvantage of the level of technology in footwear industry which is typical labor-intensive has become increasingly evident.From the early stages of development perspective, Suzhou footwear cluster is still in the low value-added global value chain links. Although it has advantages in production, technology investment and government encourage-ment, Suzhou footwear cluster still faces a series of upgrading dilemma. According to the problem of upgrading, this paper aims at propos-ing corresponding policy recommendations.
