摘　　要：中国是世界上工程项目建设最多的国家,工程项目建设占用了大量的土地、房屋等生产生活资料,大量的居民需要搬迁安置。然而,在搬迁安置过程中许多移民陷入"弱势"境遇之中,成为移民弱势群体,面临着经济、政治、文化、心理、社会等层面的问题,急需采取各种方法予以应对。社会工作就是一项有效的专业方法,增权作为这一专业理论和实践上的新视角,特别强调对弱势群体的权利、能力的承认与发展,对移民弱势群体进行个体、人际关系、政府三个层面的增权是介入移民弱势群体问题的重要手段。China is the largest country of engineering project construction in the world, which has occupied lots of production and living materials, such as land and houses. Many residents need to be resettled. However in the process of resettlement, many migrants will face economic, political, cultural, social and psychological problems. Social work is an effective professional method. ＂Empowerment＂, as a new perspective in social work theory and practice, specially emphasizes the recognition and development of the rights and ability of the vulnerable group. Empowerment from the individual, interpersonal relationship and government is the important method to solve the problems that the vulnerable groups face.
