包头市创建“体育大市”的指标体系研究

摘　　要：包头市在"十一五"期间体育事业发展发展迅速,尤其近年来,包头市认真贯彻实施国家体育总局颁布的《全民健身纲要》、《全民健身条例》;教育部颁布的《学校体育工作条例》和《体质健康标准》等一系列规章制度,体育事业取得骄人的业绩。作为社会发展的一部分,包头体育应该也必须从自身发展看到时代对自己的要求。把自己置于一个新的历史起点,跳出包头看中国西部,从立足于自治区面向我国西部地区的战略高度来考虑包头市下一步体育工作部署,因此,制定一套科学的、全面的、可操作性的创建体育大市的指标体系,对今后工作具有极其重要的指导意义。为推动和实现包头市体育从区域性体育大市向中国西部体育大市的宏伟目标迈进提供依据。Baotou city＇ sport.~ career is developing rapidly during the period of ＂the 11 th five - year plan＂, es- pecially in recent years. Baotou city diligently carried out ＂the National fitness prograln＂ and ＂the national fitness ordinance＂ by the state general administration of sports; Following a series of rules and regulations, a proud a- chievement undertakings of phy.~dcal culture and sports, such as ＂the physical health standard＂ promulgated by the ministry of education of the s^hool sports work regulations, Baotou sports achieves a u＇emendous achievement of＂ re- suits. Baotou sports must see from their own development demand for its own time, get himself into a new historica~ starting poim, and consider ~te next deployment. Therefore, it is not only of great guiding significance of creating a set of scientific, comprehet, sive and maneuverable sports market index system formulate in the future work, b^t aiso of promoting from regiona~ market to the grand goal of sports market in western China.
