国家基本药物制度发展回顾及探讨:基于2012版《国家基本药物目录》

摘　　要：目的:为完善我国国家基本药物制度提供参考。方法:通过文献研究和描述性分析法梳理我国国家基本药物制度的发展脉络以及基本药物目录的调整轨迹。结果:国家基本药物制度是基本药物供应和合理使用的保障,基本药物目录是国家基本药物制度发展的核心体现。国家基本药物制度在保障基本药物目录实施方面尚存在不足,如制度保障缺乏联动性、缺乏法律保障体系等。结论:应进一步完善国家基本药物制度,在机制、立法等方面更趋细化和规范,以更好地保障基本药物目录发挥指导用药的作用,提高公众药品可及性。OBJECTIVE： To provide suggestion for the improvement of National Essential Medicine System. METHODS： The document research and descriptive analysis were adopted to sort out the development ideas of National Essential Medicine System and the adjustment of Essential Medicine List. RESULTS ： National Essential Medicine System is the guarantee of supply and rational use of essential medicines; Essential Medicine List is a centre of the development of National Essential Medicine System. For ensuring the implementation of Essential Medicine List, there were still deficiency in National Essential Medicine System, such as absence of system linkage, absence of legal system. CONCLUSIONS： The refinement of system and legislation are necessary to optimize National Essential Medicine System, guarantee the role of Essential Medicine List and increase availability of medicines for the public.
