摘　　要：以孙立平的"过程—事件分析"为学术起点,基于国家与农民的视角提出新农保推行的"过程互动模型",明确其层面、阶段和研究单位,尝试构建一个新农保研究的分析框架,用以观察和分析当下中国乡村正在推行的新农保及其背后蕴藏的国家—农民关系的新变化。研究发现,在新农保的政策制定中,农民的部分权益牺牲在中央—地方的博弈之中。农民的行为受到多方面因素制约,缺少独立性,但理性化趋势明显。新农保推行过程中国家—农民间的互动彼此形塑,一方面是政府向服务型转型,另一方面是农民自身权益意识的觉醒。Based on Sun Liping＇s Process-Event Analysis and the perspective of State and farmers, this paper proposes the analytical frameworks, levels, stages and the research units of the Process Interaction Model. Then it observes and analyzes the new changes of the relationship between the State and farmers behind the new-type rural social pension insurance in China＇s villages using this new analytical framework. The conclusion is that, when making the policy of new-type rural social pension insurance, part of the farmers＇ interests loses in the game be- tween central and local governments. Farmers are subject to many constraints and lack independence, but there is an obvious rational trend. The national interaction is taking shape in the process of implementing the new-type ru- ral social pension insurance, and it results from two aspects： on one hand, the government is making a service-orb ented transition; while on the other hand, the farmers＇ awareness of seeking their rights is awakening.
