我国上网电价与天然气出厂价管理的比对和思考

摘　　要：近年来,我国的电价管理取得了较大进展,特别是对电价中最重要的上网电价的管理进行了多次改革,对推动电力行业发展起到积极作用。与上网电价相比,天然气出厂价的市场化改革进度滞后,国家对天然气出厂价的管理还需进一步调整。比较了我国对上网电价与天然气出厂价的管理体制与机制,并借鉴上网电价的管理经验探讨了今后天然气价格改革的主要着力点。研究认为:推进天然气价格改革应进一步丰富完善出厂环节的价格政策,推进天然气价格市场化,尽快形成天然气相关的法律法规体系。In recent years, great improvements have been made in China's power price management. In particular, many reforms have been made in on-grid power price management, positively promoting the development of the power industry. Compared with on-gridpower price management, market-oriented reforms for factory price of natural gas are lagging behind, requiring further adjustment from the government. This study compares the management system and mechanism of on-grid power price with those of natural gas factory price, and discusses the focuses of natural gas factory price reform using the experience of on- grid power price management. The study concludes that to advance natural gas price reform, factory price policies of natural gas shall be improved, the price of natural gas shall be further open to the market, and related regulation and law systems shall be established as soon as possible.
