民生视域下残疾人体育服务人才培养的现实困境与路径选择

摘　　要：缺乏专业服务人才是影响残疾人体育参与的因素,是影响我国政府改善民生的障碍。以文献调研、调查访问、实证研究等方法分析我国残疾人体育服务人才培养所存在的问题。结果表明,高校的残疾人体育服务人才培养在专业建设、培养目标、课程设置方面仍较薄弱,人才显性流失严重;而残疾人体育健身指导员培训在资质认定、培训形式、课程设计以及跟踪指导方面还有较多问题,人才隐性流失严重。在此基础上,提出培养残疾人体育服务人才应在立法和政策上以保障民生为前提,建立多部门合作的立体化支持平台,加大职前培养和职后培训的力度,并举全社会之力,营造残疾人体育参与的无障碍环境。The research has shown that among the factors that influence the sport participation in people with disabilities, the lack of professional support and service needs to be addressed immediately. Using literature review and cross-sectional surveys, the current research compre- hensively examined the status of professional development in sports for people with disabilities. The results showed that the system of professional development among universities was still immature in terms of professional construction, objective of training, and course design. The high dropout rate of the professionals was another big issue. It was suggested that the profes- sional development in sports for people with disabilities should base on the condition that the practice is widely supported by policies and laws. Inter-sectors collaborations should be estab- lished as well as pre-service and in-service training should be carried out to create an obstacle- free environment for sport participation in people with disabilities.
