摘 要:为了解决服务型政府绩效评价中定性与定量评价难以合理结合的问题,本文采用问卷调查的形式,并依据问卷中各专家的意见,筛选出较重要的指标,把收集来的调查问卷所初步形成的政府绩效评价指标体系{X}视为一个模糊集合,把每个评价指标视为一个元素,对每个评价指标进行隶属度分析,通过相互比较确定各准则对于目标的权重,同时构造判断矩阵,对判断矩阵分别进行层次单排序、层次总排序及其一致性检验,并采用层次分析法及模糊综合评价法进行评价分析,结果表明,通过明确的细分指标量化,使其考核结果更加科学、客观,可对事物的优劣做出科学评价,并为正确决策提供理论依据。此方法可操作性强,具有很好的应用价值。In order to solve the problem of the qualitative and quantitative evaluation to the reasonable combination in service oriented government performance evaluation,this paper takes the form of questionnaire survey,and according to the experts' opinion among questionnaire,screens out more important indexes,regarding the government performance evaluation index system formed initially from the questionnaire collected of {X} as a fuzzy set,each evaluation index is regarded as one of the elements,to analyze membership degree of each evaluation index,through mutual comparison to determine the weight of each criterion for the target,to construct judgment matrix at the same time,to order in single level,whole system and the consistency check for it,and uses the AHP-fuzzy comprehensive evaluation method to evaluate analyze.The results show that through specific subdivision index quantification,it makes the assessment result more scientific,and objective,makes a scientific evaluation of the merits of the things,and provides theoretical basis for the correct decision.
