摘　　要：青少年社会管理是人成为社会人并获得发展的起点,是国民社会化最基础的一环,是实施义务教育、提高国民整体素质的奠基工程。进入新世纪以来,高速发展的现代科技加剧了世界各民族文化间的文化冲突,当代中国社会结构的深刻变化增加了增强民族文化力的紧迫感,中国青少年社会管理事业在增强民族文化力过程中的文化地位日渐突出,建立健全青少年现代社会管理体制任重而道远。如何以提高人的文化本质为目的建立青少年现代社会管理体制?如何实现青少年现代社会管理体制的社会合力最大化?提出了完成这个艰巨任务的科学性问题。其中,关于青少年现代社会管理体制发展的模式与途径是最重要的动态的与时代紧密相连的课题,本文试图从文化学的角度对相关问题给予探析,其意义在于探究青少年现代社会管理体制的科学结构,其目的在于提出研究视野。Social management of youngsters is the starting point for them to be a social man .It is also the most basic link of national socialization and the foundation to carry out compulsory education and improve the nations ’ quality.After entering into the new century , fast -growing modern technologies intensify the cultural conflicts of nations in the world , while the deep change of China ’ s social structure strengthens the urgency of increasing the nation ’ s cultural power .Under the circumstances;therefore , to establish and perfect the modern managerial mech-anism is increasingly necessary .Topics such as how to set up the youngsters ’ managerial mechanism with the aim at improving human ’ s cultural qualities and how to realize the maximum resultant forces of youngster ’ s managerial mechanism are consequently proposed .Among them , the system and way of developing youngster ’ s social manage-rial mechanism is the most important and dynamic topic .
