摘　　要：切实维护"开放、流动、异质"社会中的农民生存与发展权利,保障农民作为公民所应有的各种权益,既是实现社会公平、正义的内在要求,也是农村基层善治的重要目标。在市场化、工业化、城镇化发展进程中,农民的基本权益受到损害的根本原因在于,国家尚未依据经济社会发展和农民权利与利益外延及内容的深刻变化,及时调整与基层社会的关系,向基层社会有序赋权、适度放权,并同时做实农民维权。从社会转型发展的现实特征来看,"有序赋权、合理放权、切实维权"是实现农村基层善治的根本途径。在实践中,国家要赋予和保障农民经济权,做实公民"政治权",下放社会自组织权,以充分保障农民的生存和发展权。Safeguarding farmers＇ survival and development rights in the ＂open, flowing, heterogeneous＂ society, and guaranteeing farmers＇ civil rights, is not only the inherent requirement of social justice, but also an important goal of good governance of rural grass-roots. In the process of marketization, industrialization, and urbanization, the fundamental reason for the violation of farmers＇ basic rights is that, the state did not make timely adjustment in the aspects such as： the relationship between itself and basiclevel society, orderly endowing and delegating power to the basic-level society, and practically safeguarding farmers＇ rights, according to the development of the society and the profound change of the content of farmers＇ rights and interests. From the perspective of the features of the social transformation and development, ＂ orderly empowerment, rational decentralization, practically safeguarding farmers＇ rights＂ is the fundamental path to realize good governance of rural grass-roots. Therefore, in practice, the state should empower and guarantee farmers＇ economic rights, tamping citizen＇s political rights and delegating the social self-organizing rights, to fully ensure farmers＇ survival and development rights.
