地面数字电视系统加入CA的思考

摘　　要：国标地面数字电视正进入推广普及阶段,针对地面数字电视公益服务,思考如何着眼未来,创新地面数字电视覆盖体系。提出地面数字电视的发展应加入CA,采取条件接收、免费收看的方式,从而建立广播电视公益服务长效运行机制,确保直播卫星、有线、无线三大覆盖方式全面协调与健康发展。The national standard for terrestrial digital TV is entering the stage of popularizing. Based on the digital terrestrial television public service, how to focus on the future and innovation of digital terrestrial television coverage system is analyzed. The development of terrestrial digital television should be added to the CA is proposed. The conditional access and free to watch the way is taken to establish long-term mechanism of radio and television public service, and ensure that the direct broadcast satellite, cable, wireless three coverage of the coordinated and healthy development.
