明代辽东与山东的关系辨析--兼论地方行政的两种管理体制

摘　　要：辽东都司与山东布政司的关系是与明代地方行政管理体制相关的重要问题。本文认为所谓"原系一省"指洪武年间辽东半岛曾经存在过的州县归山东行省及洪武九年之后的山东布政司管辖,卫所体制的辽东都司从未隶属于州县体制的山东布政司,同时揭示了明朝管理辽东都司非常规行政区划的实际运作。进而在前人研究的基础上,探讨了明代地方州县与卫所两种不同管理体制。The relations between the Army Commanding Office of Liaodong(辽东都司)and Administration Office of Shandong(山东布政使司) were an important question concerning the Ming Dynasty's local government system.The author believes that the so called ' of one province originally means that in the Hongwu Period a few prefectures and counties in Liaodong peninsular were under the jurisdiction of the Shandong Secretariat(山东行省) and the following Administration Office of Shandong after the ninth year of Hongwu Period.However,the Army Commanding office of Liaodong,which was of the military garrison system,was never under the jurisdiction of the Administration Office of Shandong,which was of the regional administration system.Then,the author discusses the actual operation of Army Commanding Office of Liaodong,which was an irregular establishment,because there was no administration office in Liaodong region,and further discusses the two different institutions of military garrison system,and prefecture and county system.
