摘 要:改善占我国人口17%以上的流动人口群体的政治参与状况,对于有序扩大公民政治参与和进行民主政治建设有着重要意义。个体合法性政治参与、个体非法性政治参与、群体合法性政治参与,以及群体非法性政治参与是流动人口群体的主要参与形式,但这几种参与形式中的非制度性因素的存在可能导致社会失序、社会资本流失、劣质民主和政治不稳定等方面的风险。以制度整合与创新促进参与环境的改变,以素质提升和收入增长促进参与主体的变革,以政府转变促进参与客体的改善,是流动人口政治参与风险控制的主要途径。Improvement in the situation of political participation by the migrant population who account for more than 17% of China's total population is of great importance to the orderly expansion of citizens' political participation and the building of democratic politics. The individual's legitimate political participation, individual illegal political participation, the legitimate political participation of groups, as well as illegal political participation of groups represent the major forms of participation by migrant population, yet the non-institutional factors of these forms may result in social instability, loss of social assets, substandard democracy and political turmoil. Institutional integration and innovation can promote changes in participation environment. Quality improvement and income increase can promote the reforms in the subjects of participation. Transformation of governmental functions can accelerate the improvement of the objects of participation. These are the major measures to be taken to control risks related to political participation by migrant population.
