摘　　要：社会治理创新是党在治国理政理念升华后对社会建设提出的基本要求,是确保社会既充满活力又和谐有序的必然要求,也是实现国家治理体系和治理能力现代化的重要环节。社会治理创新的主要任务就是保障和改善民生,促进社会公平正义,增强社会发展活力,促进社会和谐稳定。完成这些任务必须推进社会事业改革创新和创新社会治理体制,社会事业改革创新必须加快转变政府职能,推广政府购买服务,并发挥法治的作用,为社会事业建设保驾护航。而社会治理体制创新则要求推行合作治理,实现多元主体的合作共治;还要求强调依法治理,善用法治思维和法治方式进行治理。在社会治理创新中尤其要高度重视社会治理主体制度、公开制度、社会协商制度和责任制度等制度的建构。此外,社会治理创新必须正确认识政府治理和社会治理的关系,正确处理社会治理中政府治理和社会自治的关系。Reform in Social Governance is a basic demand on social construction put by the Party after the concept of state gov- ernance is sublimated, something essential to ensure that society is full of vitality and harmony and process of modernization to make for state governance system and ability. Reform in Social Governance is mainly intended to secure and improve livelihood, promote so- cial justice, enhance social- progress vitality and further social stability. The fulfillment of these tasks necessitate reform on social undertaking and innovation in social governance, which in turn makes quicker transformation in government function and better gov- ernment purchase service necessary to safeguard social undervakings. The innovation in social governance system is required to exer- cise joint administration in plural principal bodies and stress lawful governance. In reform on social management,emphasis is to be set on the dominant system governed by community, transparent system, social negotiation system and responsibility to be constructed. In addition, reform on social control needs to be dealt well with the relation between government and community governance.
