农村城镇化建设中的土地流转问题与对策研究

摘　　要：农村城镇化的快速发展必然导致农村土地经营使用权的流转。从公共管理的角度看,目前在农村城镇化进程中土地流转存在的主要问题是:农民的被动参与影响了土地流转的现实意义,不完善的农村公共福利体系影响了土地流转主体及承包商的积极性,不健全的社会服务组织影响了土地流转的可持续性。针对这些问题,相关部门应积极引导农民主动参与土地流转,强化政府在土地流转中的公共服务职能,并逐步健全社会组织在土地流转中的服务工作。The rapid development of rural urbanization will inevitably lead to the circulation of the use right of rural land management. From the perspective of public management, major problems with land circulation in rural urbanization are as follows. Massive participation of farmers affects the realistic significance; imperfect rural public welfare system affects the enthusiasm of the main body of land circulation and land contractors; imperfect social service organization influences the sustainability of land circulation. In addressing these problems, the related departments should guide farmers to participate actively in the land circulation, strengthen the public service of the government, and gradually improve social organizations in land circulation service.
