摘　　要：管理技能是做好各项工作的有效手段,管理部门中每个人需根据实际工作要求,掌握业务操作、计划设计、认知、沟通、时间管理等技能,才能更好做好管理服务工作。中层干部是一个部门的核心人物,还需掌握目标管理等更高标准技能,提升部门整体工作效率。Management skills are effective means to ensure success of all our work. Each in man- agement section should master different skills. According to the actual job requirements, one should master service operations, program design, cognitive, communication as well as time management skills to provide good management services. Middle-lever cadre, the central figure in one section, still needs to master higher standard skills such as management by objectives （MBO） to improve the overall job skills of one section.
