摘 要:依据传统理论建立的中国现行技术创新体制与政策,其弊端集中于国家包办重大科技创新项目,将市场经济调控方法简单应用于技术创新与成果转化。技术创新自组织导向理论,就是国家引导技术创新系统,使其实现自组织结构、运行的理论。开辟多元化技术创新风险投资途径,引导自组织专项技术创新团队,培养专业化科技经纪人队伍是技术创新自组织导向的重要方面。一旦政府实现从"计划创新"到"自组织创新"的政策转变,中国自主创新将有希望迎来崭新局面。China' s current technological innovation system and policies are built on the traditional theory, whose drawbacks are mainly concentrated in the government, arranged the major scientific and technological innovation projects and simply introduced the regulation of market economy methods into the technological innovation and transformation of achievements. Technological innovation theory of self-or- ganization is that country guided the technological innovation system to achieve the self-organization struc- ture and operation. The important aspects of the self-organization of technological innovation are as fol- lows: opening up the diversified technology innovation venture capital approach, guiding the self-organi- zation of special technical innovation team and cultivating the specialized science and technology brokers. Once the government implements a policy shift from "planned innovation" to "self-organizing innova- tion", China' s independent innovation will hopefully usher in a new situation.
