摘　　要：公益性乡镇卫生院改革的核心是破除"以药养医"的旧机制,建立"维护公益性、调动积极性、保障持续性"的运行新机制,而卫生服务提供能力和水平则是新医改能否持续有效推进的基础。为巩固基层医改综合成果,不断改善基层卫生服务质量,建立合理补偿机制,本文结合新医改面临的挑战,列举了当前乡镇卫生院卫生服务提供存在的主要问题,分析了产生的原因,提出了改善卫生服务提供的对策与建议。The core of the reform of township health centers with public welfare is to remove the old mechanism of drug-maintaining-medicine, and establish the new one which can maintain public interests, stimulate enthusiasm and ensure continuity. The continuous and effective advance of the new medical reform is based on the capability and level of the delivery of health services. To consolidate the achievements of comprehensive reform on medical and health care system at primary level, improve the quality of basic-level health service , and establish a reasonalbe compensation mechanism, the article, combined with the new challenges faced by the new medical reform, enumerates the problems in health service delivery by township health centers, analyzes its causes, and proposes the corresponding management countermeasures.
