2009至2012年北京市海淀区《出生医学证明》管理现状分析

摘　　要：目的了解北京市海淀区《出生医学证明》2009年至2012年签发使用情况。方法根据2009年至2012年《出生医学证明》管理使用情况年度统计表，对海淀区《出生医学证明》签发现状进行统计，包括首次签发情况、换发、补发及废证情况。结果2009年至2012年首次签发率由96．29％升至98．17％；补发率由0．40％升至0．81％，2010年至2012年的换发率均明显高于2009年，差异有统计学意义（，值分别为438．40、57．30、129．40，均P〈0．05）；废证率由3．25％降为0．60％，呈逐年下降趋势，差异有统计学意义（X^2=1258．00，P〈0．05）。结论只有不断加大宣传力度，加强卫生部门与公安部门的沟通，建立健全网络信息化建设才能有效保证《出生医学讧明》首次签发的正确性，减少《出生医学证明》换发、废证以及补发而带来的不便。Objective To learn about the issue of Birth Certificate （BC） from 2009 to 2012 in Haidian district of Beijing. Methods According to annual BC forms from 2009 to 2012, we analyzed the current situation of application about BC, including first issue, reeertification, reissue and waste. Results The first issue of BC increased from 96.29% in 2009 to 98.17% in 2012, and reissue rate increased from 0.40% to 0.81%. The reeertification rate of 2010, 2011 and 2012 was significantly higher than that of 2009. The differences were significant （X^2 value was 438.40, 57.30 and 129.40, respectively, all P 〈 0.05 ）. The waste rate of BC declined from 3.25% to 0.60%, and the difference was statistically significant （X^2 = 1 258.00, P 〈 0.05 ）. Conclusion In order to guarantee the accuracy of first BC issue and reduce the occurrence of reeertification, waste and reissue, we should constantly strengthen propaganda and the communication between Ministry of Public Health and Ministry of Public Security. We also should establish and improve the construction of information network.
