摘  要:运用"反规划"的理念、按照"反规划"的思路,总结区域后备适宜建设用地评价的理论和方法,采用GIS空间叠加分析、计算机辅助等技术,以广西崇左市为研究区域综合考虑地质灾害危险性、地形坡度、石漠化、重要生态保护区、基本农田、水域等要素,通过单因素、多因素综合评价环节确定崇左市后备适宜建设用地。评价结果可引导现有城镇和产业逐步迁出土地开发建设不适宜区,在编制相关规划时将城镇和产业布局在土地开发建设适宜区,同时引导城镇化工业化向区域后备适宜建设用地进行拓展。This paper makes a summing up of theory and method for evaluating the regional reserve suitable land used for construction by using“anti-planning"theory. It regards Chongzuo of Guangxi as its research area;takes into account elements like geologic disaster dangers, topographic slope, stony desertiifcation, important ecological reserve, basic farmland, and waters by using spatial overlaying analysis of GIS, and computer-assisted technology. And then this paper introduces that reserve suitable construction land of Chongzuo city has been determined based on single factor and multi-factor comprehensive evaluation link. On this basis, this paper points out that evaluation result has the reference value for the existing town and industry to gradually move out of the area in which it is not suitable for land development and construction. In the formulation of relevant planning, the towns and industries will be suited where the land is suitable for land development and construction. At the same time, we should expand urbanization and industrialization to regional reserve suitable land used for construction.
