摘　　要：国家理性是诠释民生建设中政府职能外包之正当性的有力工具。功利性的国家理性属于目的理性的范畴,它"见风使舵",有利于维护社会公共秩序。规范主义的国家理性,在公法视域中通过把自身具化为"政府固有职能"的概念而呈现出来。我国民生建设中许多政府打算做的事情,超出了"政府固有职能"的范围,须外包给社会组织来完成。Reason of nation is a powerful tool to explain the legitimacy of govemment function outsourcing in people＇ s liveli- hood construction. Utilitarian reason of state, belonging to aim reason, has proved to be flexible and is conducive to the mainte- nance of social order. Normative reason of state is manifested as “inherently governmental functions” in the scope of public laws. Many activities in people＇ s livelihood construction in China are beyond the scope of “inherently governmental functions” and should be outsourced by social organizations.
